Presentation of the revised «Klimabonus Gemengen» aid scheme: stronger support to accelerate the climate and energy transition

On 16 September, Serge Wilmes, Minister for the Environment, Climate and Biodiversity, in the presence of Fenn Faber, Director of Klima-Agence, presented the revised «Klimabonus Gemengen» financial aid scheme. This scheme, financed through the Climate and Energy Fund (FCE), is designed to encourage local authorities to take steps in the field of renewable energy and energy efficiency.

Initially launched in 2014 as part of the Climate Pact - a key tool for structuring and steering energy and climate policy at municipal level - this financial aid scheme supports municipalities, associations of municipalities and public bodies under the supervision of municipalities in carrying out specific renewable energy and energy efficiency projects. The current revision is part of the Integrated National Energy and Climate Plan (PNEC) and is aligned with the provisions of Climate Pact 2.0, which provide for the continued and intensified implementation of high-impact measures and a collective contribution to the national objectives of climate neutrality.

The updated scheme broadens the categories of aid and introduces new, more transparent measures to enable registered applications to be processed more efficiently. It now covers
- help with financing:
- studies on adapting to climate change,
- sustainable construction with circular economy aspects,
- renewable energy and energy efficiency projects,
- projects to promote sustainable construction and housing,
- the promotion of certain zero-emission road vehicles.2.

The adaptations offer local authorities the opportunity to carry out large-scale projects, such as installing solar panels and renovating the energy efficiency of their infrastructure.

Local authorities also benefit from structured support, provided by Klima-Agence, including the expertise of a climate advisor as well as advisors specialising in energy renovation and the circular economy. In addition, a catalogue setting out all the relevant measures and providing practical support for their implementation has been sent to local authorities.

Circular no. 2025-050 of 14 July 2025, the new application forms and the practical guide are available under: https://www.klima-agence.lu/fr/FCE. There will be a transitional phase until 31 December 2025, during which project developers will be able to choose between the old and new regimes, depending on how far their project plans have progressed.
