Minister Serge Wilmes presented the National Strategy for International Climate Finance 2026-2030

The Minister for the Environment, Climate and Biodiversity, Serge Wilmes, today presented the National Strategy for International Climate Finance (ICF) 2026-2030. This strategic document sets out the orientations and priorities for Luxembourg's commitment to international climate action and biodiversity protection for the next five years.

With a budget of €320 million, this strategy confirms Luxembourg's ambition to remain a reliable, innovative, and committed partner in the implementation of the Paris Agreement, the Kunming-Montreal Global Biodiversity Framework, and the post-2025 international climate finance architecture.

An integrated approach for people, climate and nature

The FCI 2026-2030 strategy is based on a systemic approach, known as "Climate Nexus," which aims to simultaneously strengthen climate resilience, ecosystem protection, and population well-being, particularly in regions most vulnerable to the effects of climate change.

It is structured around three main thematic pillars:

  • Climate and communities: strengthening the resilience and adaptive capacity of the most vulnerable people to climate impacts.
  • Climate and ecosystems: supporting the resilience of terrestrial and marine ecosystems through conservation, restoration and sustainable management of forests, land, water and biodiversity, in line with the global biodiversity framework.
  • Innovative financing: developing and mobilising the financial systems and instruments necessary to increase climate investments.

Targeted partnerships and measurable impact

The strategy's implementation will rely on a combination of contributions to multilateral funds, global programmes, targeted bilateral and regional actions, as well as the use of innovative financial instruments, including blended finance.

Targeted geographical areas have been defined in order to maximise the impact of interventions in ecosystems and territories particularly exposed to climate risks and biodiversity loss.

A reinforced framework for monitoring, evaluation, and learning will measure the concrete results of interventions, while ensuring transparency, environmental and social integrity, and alignment with international standards.

On the occasion of this presentation, Minister Serge Wilmes emphasised: "Faced with the acceleration of climate impacts and the loss of biodiversity, Luxembourg is strengthening its commitment to ambitious, inclusive and impact-driven international climate action. This strategy reflects our desire to act in an integrated manner, in partnership with the most exposed countries and communities, and to mobilise innovative financial solutions for a sustainable future."

Through this new strategy, Luxembourg reaffirms its role as a catalyst for climate solutions, by putting public finance at the service of sustainable, equitable and measurable transformations for the benefit of people and the planet.
