Klima-Biergerrot

Even the smallest contribution to reducing greenhouse gas emissions counts. The measures proposed by citizens count and are an essential contribution to achieving the objective together.

The aim of the Klima-Biergerrot was to reconsider the measures defined in the National Integrated Energy and Climate Change Plan (PNEC), but also to propose new solutions and approaches.

Anyone living or working in Luxembourg was entitled to apply to join the Klima-Biergerrot (KBR), the Citizens' Climate Bureau. The 100 elected members were selected by an independent institute to ensure that the KBR was made up of a representative sample of the population in terms of gender, nationality, age, place of residence, professional sector and level of education.

KBR's work was limited in time. The 60 active members (and 40 deputy members) met to discuss the need for new climate protection measures at information meetings, excursions, debates and workshops and, where necessary, to list them. At the end of the six months, the KBR members were to formulate proposals for measures. The proposals were to be measures for moving forward, going beyond the NCCP while referring to it.

As a result, new ideas and impetus in the fight against climate change have emerged from the heart of society. The proposed measures formulated by KBR were presented and debated in Parliament. And the proposals accepted have influenced the updating of the NECP in 2023.

To fulfil its mission, KBR was assisted by an independent advisory committee made up of people with experience and knowledge of citizen participation.
