Draft strategy and action plan for adapting to the effects of climate change in Luxembourg: feedback on the results of the public consultation

On 9 February 2026, the Minister for the Environment, Climate and Biodiversity, Serge Wilmes, presented the results of the public consultation on the draft national strategy and action plan for adaptation to the effects of climate change at the Cercle Cité in Luxembourg.

This feedback marks a key stage in the participatory process put in place to draw up the national adaptation strategy, aimed at strengthening Luxembourg's resilience in the face of the impacts of climate change that are already being observed, such as heavy rainfall, flooding, heat waves and storms.

A participatory process

The national adaptation strategy was drawn up in several successive stages.
The first phase, carried out between March and August 2024, consisted of an interministerial consultation, supplemented by bilateral exchanges, enabling a preliminary draft strategy to be drawn up.

The second phase, devoted to public consultation and organised between February and October 2025, mobilised a wide range of stakeholders through a press conference, an information campaign, seven thematic workshops, five regional public meetings and an online consultation. In all, nearly 500 participants from more than 160 organisations, public authorities and businesses contributed actively to the process.

Strong mobilisation and substantial contributions

The public consultation attracted broad and diverse participation. Over 250 proposed textual amendments were received, most of which have been incorporated into the revised strategy, as well as 107 proposals for new measures, which were analysed by the relevant ministries on the basis of their relevance, feasibility and coherence.

Following this analysis, 21 new measures were included, 28 existing measures were strengthened, while some proposals concerning actions already underway were not retained. The consultation also led to the inclusion of a new chapter devoted to education and awareness-raising, underlining the importance of strengthening understanding of climate risks and citizen participation.

Adaptation, a key pillar of climate mitigation

In his speech, Serge Wilmes, Minister for the Environment, Climate and Biodiversity, stressed that adaptation to climate change is an essential complement to mitigation policies.

«Reducing our emissions remains essential, but it is not enough. Adapting to climate change is now just as necessary to protect the population, infrastructure and the environment, in line with our energy, nature and resilience policies. The implementation of these measures, by all the ministries concerned, will be the decisive step in strengthening Luxembourg's resilience to climate change over the long term.», said the Minister.

Next steps

The national adaptation strategy will now enter its final phase, including finalisation of the drafting and adoption by the Government Council. A summary version for the general public will also be published.
