This structure provides advice and answers to professionals, local authorities and citizens on energy transition and active climate protection. The Klima-Agence offers solutions for sustainable mobility, renovation and new construction projects, heating installations and photovoltaic panels - in other words, everything that helps to reduce energy consumption on a day-to-day basis and consume more and less.

The EU Regulation obliges all Member States, in accordance with their national provisions, to establish a dialogue on climate and energy policy issues at several levels. Various actors such as local authorities, NGOs, businesses, investors and other stakeholders, as well as the general public, can take part in this dialogue.

The aim of the climate platform is to establish an exchange between the various known players and is therefore made up of various representatives:

In return, they benefit from the assistance of a climate advisor as well as subsidies from the State depending on the level of certification obtained. The Climate Pact is a major instrument for implementing the objectives of the Integrated National Energy and Climate Plan (PNEC).

Am Géigenzuch kréien d'Gemengen Accès op Ënnerstëtzung duerch Klimaberoder esou wéi op finanziell Ënnerstëtzung, gestaffelt a Funktioun vum erreechten Zertifikatiounsniveau. De Klimapakt mat de Gemengen ass e wichtegt Instrument fir d'Ziler vum Plan national intégré en matière d'énergie et de climat (PNEC) ëmzesetzen.

This scientific observatory is made up of seven members who must have all the necessary expertise in climate protection. They are appointed by the Government Council and must not only keep an eye on the potential impacts of projects, but also analyse the effectiveness of planned measures and those already implemented. They must also propose measures on which they have reached agreement. In addition, they must propose research and studies in all climate-related fields and draw up an annual report on the implementation of Luxembourg's climate policy. Finally, they may issue an opinion on their own initiative. The first annual report was presented at KlimaExpo on 7 October 2022.
The members of the observatory are entitled to compensation for their work and this compensation is paid out of state funds.

Zudeem sollen si Fuerschungsaarbechten a Studien an alle klimarelevante Beräicher virschloen a verfaasse a järlech e Bericht iwwert d'Ëmsetze vun der lëtzebuergescher Klimapolitik verfaassen. Zudeem kënnen si och vu sech aus eng Stellungnam ofginn. Den éischte Joresbericht gouf, am Kader vun der KlimaExpo, de 7. Oktober 2022 virgestallt.

D'Membere vum Observatoire hunn en Urecht op Entschiedegung fir hir Aarbecht, déi aus der Staatskeess bezuelt ginn.

Even the smallest contribution to reducing greenhouse gas emissions counts. The measures proposed by citizens count and are an essential contribution to achieving the objective together.

The aim of the Klima-Biergerrot was to reconsider the measures defined in the National Integrated Energy and Climate Change Plan (PNEC), but also to propose new solutions and approaches.

Anyone living or working in Luxembourg was entitled to apply to join the Klima-Biergerrot (KBR), the Citizens' Climate Bureau. The 100 elected members were selected by an independent institute to ensure that the KBR was made up of a representative sample of the population in terms of gender, nationality, age, place of residence, professional sector and level of education.

KBR's work was limited in time. The 60 active members (and 40 deputy members) met to discuss the need for new climate protection measures at information meetings, excursions, debates and workshops and, where necessary, to list them. At the end of the six months, the KBR members were to formulate proposals for measures. The proposals were to be measures for moving forward, going beyond the NCCP while referring to it.

As a result, new ideas and impetus in the fight against climate change have emerged from the heart of society. The proposed measures formulated by KBR were presented and debated in Parliament. And the proposals accepted have influenced the updating of the NECP in 2023.

To fulfil its mission, KBR was assisted by an independent advisory committee made up of people with experience and knowledge of citizen participation.

D'Aarbecht vum KBR war zäitlech begrenzt. Déi 60 aktiv Memberen (40 Ersatzmemberen) hunn sech getraff, fir bei Informatiounsveranstaltungen,

Ausflich, Diskussiounen oder Workshops ze beroden, ob et weider Moossname fir de Klimaschutz brauch a wa jo, wéi eng.

Um Enn vun de 6 Méint sollten d'Membere vum KBR méiglech Virschléi fir Moossnamen ausschaffen. D'Viraussetzung fir d'Virschléi war, datt et Moossname waren, déi viruféieren, an datt se op dem PNEC baséieren an doriwwer erausginn. Op déi Manéier konnten aus der Mëtt vun der Gesellschaft eraus nei Iddien an Impulser am Kampf geint de Klimawandel entstoen. D'Virschléi vun de Moossname goufen am Hierscht 2022 dem Parlament presentéiert, an 2023 an d'Aktualiséierung vum PNEC agefloss. Begleet gouf de KBR vum onofhängege Berodungscomité, wat deen sech aus verschidde Persoune mat Erfarungen a Wëssen am Beräich Biergerbedeelegung zesummesetzt.

Faced with the many climate and societal challenges, the international urban-architectural and landscape consultation Luxembourg in Transition was to develop strategic spatial planning proposals and produce ecological/zero-carbon transition scenarios for 2050 for the Grand Duchy of Luxembourg and its cross-border area. Bringing together experts from a wide range of disciplines and backgrounds, grassroots players and committed citizens to work on a project for the future, the consultation resulted in a set of innovative strategies and bold concepts to set Luxembourg on the path to its territorial transition. This magazine aims to provide an overview of these proposals. By providing individual and collective solutions, the process of Luxembourg in Transition can serve as a source of inspiration for everyone.
