
On 29 October 2025, the Ministry for the Environment, Climate and Biodiversity, in collaboration with the Ministry for the Economy, launched a public consultation on the draft Social Climate Plan. This plan is a central tool for mitigating the socio-economic effects of the transition to a carbon-neutral economy, in accordance with Regulation (EU) 2023/955 on the Social Climate Fund.
The main aim of the plan is to support vulnerable households and micro-businesses, which are particularly hard hit by the rising cost of fossil fuels.
The Social Climate Plan is part of a drive to build a fair and inclusive ecological transition.
A participatory approach
To ensure that the measures proposed are effective, accessible and relevant, the Luxembourg government wishes to refine its social justice policies. It is therefore inviting citizens to share their experiences, ideas and concerns as part of a public consultation.
The public consultation is open to everyone and runs from October 29, 2025 to January 16, 2026 on zesumme-vereinfachen.lu. zesumme-vereinfachen.lu.

An information evening, organised by the Ministry for the Environment, Climate and Biodiversity and the Ministry for the Economy in collaboration with the Klima-Agency, will present the measures proposed in the draft Social Plan for the Climate.
