Luxembourg's local authorities ready to commit to climate neutrality

Under the banner of action and commitment, the 13ᵉ edition of the Climate Pact Day brought together communal leaders, institutional partners and players committed around the energy transition and climate protection at local and regional level. Attended by the Minister for the Environment, Climate and Biodiversity, Serge Wilmes, the day enabled the communal sector to discover concrete additional solutions and tools to accelerate and concretise efforts and investments in their area.

The challenge: act locally for a global impact

At the Climate Pact Day, participants discovered a structured range of support services, practical tools and examples of good practice to speed up the implementation of effective measures to achieve climate neutrality. Local authorities, key players in this dynamic, now have clear methodologies, targeted subsidies and feedback to help them step up their commitment.

«Local authorities are the pillars of climate policy »said Minister Serge Wilmes. « They are the ones who turn national ambitions into local action. Their commitment is essential if we are to build a sustainable and resilient future. That's why we are continuing to put in place practical solutions to support them and facilitate their commitment, whether through technical or financial support. »

18 municipalities certified

During the certification ceremony, the highlight of the day, the recently audited Luxembourg municipalities were rewarded for their efforts as part of the Pacte Climat programme.

This year, four municipalities obtained 40 % certification (corresponding to the points acquired for implementing concrete measures), seven others passed the 50 % threshold, and five exceeded the 65 % level. The municipalities of Feulen and Schifflange received international Gold certification, a symbol of exemplary commitment and the fact that they obtained more than 75 % points during their audit.

Since 2021 and the launch of the Climate Pact 2.0, 96 municipalities have already achieved at least the first level of certification.

Thematic programme focusing on support towards climate neutrality  

In the afternoon, Lothar Eisenmann, an expert from the Institut für Energie- und Umweltforschung (Heidelberg), presented an in-depth study, the decisive impact of local policies on the energy and climate transition. He recalled the central role played by local authorities in the sustainable transformation of the regions.

Klima-Agence, a partner of local authorities within the framework of the Climate Pact, also presented a "Climate Pact". clear methodology to support local authorities on their path to climate neutrality.

This approach is also reflected in all of Klima-Agence's projects, such as the development of a more in-depth support approach for energy renovation projects by private individuals, the new version of b.circular, a platform dedicated to sustainable and circular procurement, and making the «Ladelotse» offer available for the development of public charging infrastructure.

Participative sessions with concrete solutions

The morning was punctuated by four interactive workshops featuring presentations and exchanges of experience on the following key themes:

  • smart cities - digitising local authorities : how digital tools are transforming the management of energy, resources and mobility ;
  • on the road to climate neutrality : Collective development of concrete measures to achieve the 2050 climate objectives;
  • energy sobriety : exploring the potential of sobriety as a lever for resilience (in collaboration with CELL);
  • management of communal buildings : exploit the potential for energy savings through optimised energy monitoring.

Accelerating the transition in Luxembourg municipalities

The Climate Pact 2025 Day confirmed the dynamism of local authorities and regional players in terms of energy transition and climate protection. Buoyed by their commitment and the constant support of its partners, Luxembourg is making structured progress towards climate neutrality. This event illustrates the collective capacity to act concretely and effectively in support of national climate objectives.
