An energy transition accessible to all: pre-financing of financial aid for photovoltaic installations comes into force

The Ministry for the Economy and the Ministry for the Environment, Climate and Biodiversity announce the entry into force, from 4 January 2026, of the new financial aid scheme for solar photovoltaic installations with a pre-financing option. This new pre-financing mechanism will enable households and condominiums to benefit immediately from the «Klimabonus Wunnen» subsidy, which will be deducted directly from the final invoice by the installer, without waiting for the State to pay the subsidy.

Initially, pre-financing will apply to photovoltaic installations, with the option of adding a domestic battery. There are plans to gradually extend this pre-financing scheme to other components of the «Klimabonus Wunnen» financial aid scheme.

Lex Delles, Minister for the Economy, SMEs, Energy and Tourism, said: «With pre-financing, we are removing a major barrier to the adoption of photovoltaics. Households no longer have to advance the amount of the subsidy: they benefit from it immediately. It's a practical, simple and effective measure that makes the energy transition more accessible to everyone.»

The Minister for the Environment, Climate and Biodiversity, Serge Wilmes, said: «The energy transition must be an opportunity for everyone, not a privilege. By making access to photovoltaics easier, we are contributing to a Luxembourg that is fair, sustainable and resilient in the face of climate change.»

With this pre-financing mechanism, the government is stepping up its support for households and condominiums wishing to invest in renewable energy solutions. This measure will help to reduce initial investments, simplify administrative procedures and encourage greater uptake of residential photovoltaics in Luxembourg.

Pre-financing reserved for installations carried out by an installer listed in the official register

Under the pre-financing procedure, the application for financial assistance is submitted by the installer. The installer must be listed in the register of installers eligible for the pre-financing procedure, published and updated by the Ministry of the Economy at https://guichet.public.lu/fr/citoyens/outils/registre-installateurs.html.

Conditions of eligibility for installations under the pre-financing scheme

The scheme is aimed at owners of residential buildings in Luxembourg, whether they are private individuals, certain legal entities or co-ownerships represented by a syndic or agent.

The amount of the subsidy depends on the power of the solar photovoltaic system (kWp) and the capacity of the domestic battery (kWh), with greater consideration given to the appropriate size and power of the systems.

The maximum possible subsidy is reached for photovoltaic panels with an output of 15 kWp (€10,000), or for a battery with a storage capacity of 9 kWh (€2,250).

Photovoltaic installations must have a minimum output of 2 kWp and be operated in self-consumption mode. They can be installed on the roof, the facade or integrated into the building envelope, as well as on a building annexed to the dwelling, such as a carport or garden shed.

Domestic batteries are only eligible under the pre-financing procedure when they are installed in conjunction with a photovoltaic system.

Classic« application procedure with the Environment Administration

In addition to the new pre-financing arrangements, the «classic» procedure for applying for financial support for photovoltaic installations will continue to exist.

It is compulsory for:

  • installations mounted on buildings other than residential buildings;
  • cases where the installer is not on the register of installers eligible for the pre-financing procedure.

Domestic batteries added at a later date to an existing photovoltaic installation must also be introduced via the conventional route.

These applications must be submitted to the Environment Administration once the work has been completed. The amount of the grant is the same whether the customer opts for pre-financing or the traditional procedure.

Transitional phase until 4 March 2026

A transitional phase is planned for installations ordered up to 4 March 2026. This transitional phase is retroactive to 1er October 2024. During this period, customers can choose between the following options to determine the amount of financial assistance:

  • the terms and conditions of the previous scheme (with no possibility of pre-financing);
  • the new formula (with or without pre-financing).

For installations built under the old system, the final bill must be issued by 31 December 2026.

Support tools for citizens
